Rom 9 11 Yet, before the twins were born or had done anything good or bad--in order that God's purpose in election might stand: 12 not by works but by him who calls--she was told, "The older will serve the younger." 13 Just as it is written:"Jacob, I loved, but Esau I hated." If God did not pronounce the eternal curses in His counsel, the man could pronounce curses in the psalms into reality. But the Psalmist carefully teaches only God can produce a material thing from His conscious thoughts. If God produced all necessary things without objectively determining evil, He would act for possible reasons outside of Himself. A sovereign God cannot be dependent on anything outside of Himself. God must decree the beginning and the end of all necessary things. God must justify Himself by cursing and blessing at all times, or He would not represent a righteous God.
