 Ps 28 1 To you I call, O Lord my Rock;do not turn a deaf ear to me.For if you remain silent,I will be like those who have gone down to the pit."The theme of this Psalm The wicked experience Gods silence by alienation ending in eternal judgement. The justified experience Gods silence as the Shepherd faithfully carries the wounded sheep ending in eternal life. We justly complain of being shamefully treated like the wicked in adding to their moral judgement.

28 2 Hear my cry for mercy as I call to you for help,as I lift up my hands toward your Most Holy Place.3 Do not drag me away with the wicked,with those who do evil,who speak cordially with their neighbors but harbor malice in their hearts." He is justly complaining the cruel world remain a violent place of wicked men who silence God. He resolutely turns his understandable anger of suffering silence toward the moral judgement of the wicked. Why should innocent people suffer in a heathen world of condemned men who love death?  

 28 4 Repay them for their deeds and for their evil work; repay them for what their hands have done and bring back upon them what they deserve.5 Since they show no regard for the works of the Lord and what his hands have done,he will tear them down and never build them up again." The question if Christ suffered the abuse of wicked men who put on trial and executed Him, how can we confess our allegiance unless we invariably make a clean break with their barbaric practices? He forcibly expresses the hate for tearing down the culture, irretrievably breaking their violent practice in tearing them down by curses. 

 28 8 The Lord is the strength of his people,a fortress of salvation for his anointed one.9 Save your people and bless your inheritance; be their shepherd and carry them forever." God carry out the law, covenant, curses, decrees, statutes and promises as commands. We command the operational commands. The Holy Spirit uses the pronouncements in advocating for us. We receive a seal of eternal life. God gave us the anointing by the word and Spirit. We seek God only to discover God hounding us. Gods chasing with extraordinary power and phenomenal success by the Spirit. We are being carried by the Shepherd.
