Psa 28:1 To you I call, O LORD my Rock; do not turn a deaf ear to me. For if you remain silent, I will be like those who have gone down to the pit."
If God has decreed whatsoever comes to past that would involve our actions done on the basis of our weaknesses and sins. So when God planned in His eternal counsel exactly everything including my growth to form this person. So we live before God who has no surprises.
This is why the Psalmist speaks to God as an ongoing diologue. So most men do not think they are coming to God insincerely. We divide the commandments and make steps to God. But the Psalmist is teaching us the form of communication from God's perspective.
If we spoke the axioms to God then we would be keeping an ongoing diologue with Him. We would be concerned if He seemed to be silent. Some of us just conclude that it's because we have sinned. When the Psalmist experiences God's silent he tells God. God wants us to tell Him what we are experiencing. The invitation is not for God. He knows what we are thinking before we think the thought. It is for our faith.
If we could always hear God speak do you think we would have needs? We would experience such satisfaction and acceptance that we would be bubbling over. So the Psalmist is clinging to God at all times. He is always telling God what he wants and his troubles and sins. He is always confiding in God. This is the art of speaking the law ,covenants, curses ,statutes,and decrees
If we are happy we praise God. But in this Psalm he is insecure. So all of the important feelings of loneliness and rejection are only satisfied when God speaks. When we have His ear we are loved
