The Holy Spirit is God. He gifts people according to His will. He came in power in the Baptism of Christ as the witness as Christ was headed to the desert to be tempted at the start of His ministry. So he is the Spirit of power. Then, as Christ was speaking to His disciples after His resurrection, He promised to bring the comforter. This promise was filled with more of the goodness of God than anything the disciples had ever experienced before. They were comforted by the Holy Spirit after Christ's death and resurrection, and this was the most good they had ever experienced. This was a promise of power that would be given to the 12 disciples if they joined Christ. So Christ was sealed with the Holy Spirit of power and then He gave His disciples this seal or testimony at Pentecost. I don't believe in the Charismatic view of the second baptism. First, I don't believe that this is a consistent experience. It is strictly an experience and does not necessarily have anything to do with the level of sanctification of a believer. I believe that the second baptism is simply an outpouring of the Holy Spirit that empowers believers to serve God and others. The baptism of Christ is believed to accelerate the sanctification process, as there are various pieces of evidence that suggest the baptism of Christ bestows the Spirit in ways other than just tongues. For example, in the book of Acts, we see that the Spirit came to the church in different ways and with different manifestations, such as the ability to predict the future, speaking with words that were interpreted as being from God, speaking with great power, or speaking in tongues – which were thought to be other languages, but which could also be the result of ecstatic experiences. The Spirit says that in the last days, He will be poured out on men, and they will speak in tongues and prophesy. This is a way in which the Spirit will be manifested that is different from His manifestation in salvation. He will come in power, and all the people will experience a profound spiritual experience, as if God was raining down on them. There will be a profound sense of unity among all those who experience this reviving of the Spirit. All of those who experience this will be changed, as they have been given new life. This experience will be so powerful that it will be like nothing they have ever experienced before. The crowd appeared to be drunk on wine, but this was actually the result of the Spirit coming down on them with power. All the people were experiencing a power that didn't come from within them, but was something that came upon them and then they were immediately infused with joy and unity. It was as if the Spirit came as He willed and heaven came down upon them in the crowd. The church's origins can be traced back to the moment when the disciples were filled with the Holy Spirit. This event united them in purpose and filled them with joy, and they began to experience all sorts of supernatural manifestations. The apostles' teaching, fellowship, and communion with one another formed the foundation of the church, and it was this baptism of the Spirit that made it possible for them to be so closely united. This close unity was what made it possible for the church to spread so quickly and to have such a profound impact on the world. There have been various instances throughout history where people have attempted to copy the manifestations of the Holy Spirit. This has occurred at different times and in different places, such as Wales, England, and the United States during the great awakening.
