The Holy Spirit is a manifestation of God's power and influence. He gifts people according to His will. He came in power during the baptism of Christ, as a witness to Christ's resolve to face temptation in the desert at the start of His ministry. He came in the Spirit of power. Then, as Christ was speaking to His disciples after His resurrection, He promised to bring the comforter. Now this kind of promise was filled with more of the goodness of God than had ever been experienced by any disciple. This was a promise of power that was given to the 12 disciples, with the condition that one of them would join Christ. So Christ was sealed with the Holy Spirit of power and then He gave His disciples this seal or testimony at Pentecost. I don't believe in the Charismatic view of the second baptism, for a few reasons. First, I don't believe that this is a consistent experience. It is strictly an experience and does not necessarily have anything to do with the level of sanctification of a believer. However, it does increase the speed of the sanctification process. There are many evidences of the baptism of Christ giving the Spirit other than tongues. The Holy Spirit is said to have made various appearances in the book of Acts, each with different manifestations. Sometimes He is said to have predicted the future, while other times He is said to have spoken words of wisdom or power. In some cases, He is said to have spoken in tongues-- which are believed to have been other languages, but were experienced as ecstatic utterances. It is also said that in the last days, the Spirit will be poured out and men will experience these same phenomena, such as speaking in tongues and prophesying. When the Spirit was coming in this way, He was manifested in a way that He does not normally manifest in salvation. He comes in power, and then all of the people are experiencing this profound experience as if there was a rain of God coming down on a group. And then there was this profound unity that attended this reviving of the Spirit. Everyone looked as if they were drunk on wine, but it was the Spirit coming down with power, and then all the people were experiencing this power that did not come from within, but it was something that come on them, and then they were immediately infused with this rejoicing and this unity. It appears that the Spirit came as He pleased and that heaven came down to earth in the form of the crowd. These events are said to be the origins of the church. How could there have been such a united front without the church being fully formed? This can be attributed to the baptism of the Spirit. Those who experienced it were swallowed up in a glorious unity that was focused on the apostles' doctrine, fellowship, and breaking of bread. This was accompanied by deep rejoicing and various other manifestations. There have been efforts by some people to copy the manifestations of the Spirit seen in other places and at other times, believing that these manifestations were evidence of a true connection to God. This has happened in post-biblical church history in places like Wales, England, and the United States.
