The Psalmist is saying that the law of God that tells people to do good things has cursed anyone who doesn't energetically promote and adhere to the ethical standard.  The cursed are naturally infected with spreading the new law to the divine creation.

10 7 His mouth is full of curses, lies and threats. Under his tongue is distress and evil." Cursed people are infected with spreading the law that is redefined for the divine creation.

When any rich or political leader speaks lies and immorality, he is cursing the citizens.

The Psalmist teaches that hatred can be a not-so-noticeable show of violence. But it's the twisted words in borrowing moral law. 

Saints are skilled in undoing the damage of people who are cruel, like rich people and powerful rulers. Every time a terrible idea is twisted in a violent way, it is a threat to God and recognized saints. These civil wars are fought in places that are hard to see. I tried to curse violent urges.

The Psalmist teaches that hatred is usually not a major show of explicit violence. It's a law that borrows moral values.  Recognized saints are skilled in undoing the bad things that are created by the cruel mouths of the wicked rich and authoritarian rulers.

God is infinitely offended by wicked rulers. He is infinitely violent in His judging them in hell. God has a personal account with every wicked man. And he will show different judgements in personal revenge to each man.

People  who knowingly are responsible for millions of deaths will suffer unbelievable guilt and terror. God gets personal vengeance.

Eternity in hell never ends. And God will infinitely send the message in revenge for the crimes a man committed.

The professionals in this text have been skilled at using the law of the land, like the penal law and covenants.  God voluntarily chose to give eternal curses to a saint.  God's punishments cannot be thwarted by any means.
