The psalmist describes the culture of the world that has changed by redefining God's axioms.  He is describing that change that has been carried on from one generation to another as it is conceived in the desires of man.  God said that evil is a force that can't be seen, but it makes everyone's speech corrupted. God created the entire history of the world in one idea.  God does not have to think in order or sequence.  God is with us no matter what we do and understand that good and evil happen in our lives. God knows everything because He made everything. The same thing happens over and over again in every moment. God is always the same.  We know that God's power is so big that he is able to fix everything so it is as good as new. God understands all things perfectly and knows the best solution to every problem.  Everybody has a body and can be creative just like God.  Man was able to use his reason to make rules for the world.  When sin entered the world, people lost their ability to be good rulers of the world.  The only solution to our troubles and lack of ability begins and ends in God.  The Psalmist is talking about God's one desire for all time.  So God looks at the different things that have happened in the past and decides to change things.
