Psalmists generally use the sacred mountain as a metaphor for earthly authority. At this point, God is happy with what He has created and is happy to be in Israel. If this temple mountain does not stand for what is right, then God is not respected.
God rules the authority that stands between God and the aggressors of His familiar people in the holy temple.Moral authority is exercised properly in the defense of God's people against all abuse. Although the Chosen People are invariably subjected to deliberate violence, we do not place any moral authority on them.
