They are completely sanctified, and the power of sin is cut off, it no longer rules in us, but we still have the remains of the body of sin in our limbs, it affects both our physical and spiritual bodies as whether there would be a person living in us. Justice prevails, but sin still bites us. As in this previous verse, we are righteous by nature, but we must still kill sin because its remains are still within us.
