The Psalmist teaches that sin remain a universal condition. All men practice sins. Every responsible person sins because he willingly gives into peculiar temptation. Sin produces guilt and shame. As sin is in the culture so too are guilt and shame. This continuous cycle is ingrained in the historical culture because all men practice sin. The moral problem of personal sin goes beyond guilt. 

Because God implanted His law, man applies the law to justify his actions. Man was created to rule by applying the law to bring glory to God. But when sin entered, he uses the law to become his own god. Not merely do they use the law as a destructive means to rise in power but use sin and guilt to restrain people under their power. When a nation is turned upside down they suffer from the stigma of an uncontrollable law that shackles them in bondage to wicked rulers. This is why the Psalmist curses his uncompromising enemies.

 God pronounced the curses because sin and guilt are abusive. The Psalmist is genuinely concerned about an indifferent attitude toward the potential abuse of the law. All sinners lower the moral standard of the law. The shame of the law remains the means which sinners bring others under their power. If we had no means to fiercely oppose moral indifference to lowing the moral standard we would become hardened toward the potential abuse. God has spoken the curses of death to intentionally keep us sensitive to the abuse of lawless men.
