This Psalm is teaching God is the only one who has satisfactorily explained everything that has been created with accurate value. Not merely has God looked upon each essential part of His divine creation as individually providing all their specific needs but He satisfactorily proves they are valuable by the comprehensive work of Christ. God is absolutely justified at all times, and He will amply repay each man according to His work. But financial freedom is tied into the universal establishment of divine grace through eternal redemption. In these verses there is only One Man who can pay the ransom price for mans eternal freedom. 
God has given man value by His grace. God who is free to accomplish as He graciously pleases generously provides everything for His creatures."He opens His hand and satisfies the desires of every living thing." The established order of organized nations and all history has been described by God in His perfect value. So Gods reactions to civil societies, His angers, patience, kindness, etc. are tied to His eternal payment to His Son as the comparative value of a qualified person or necessary thing. God is always patient, angry, loving, etc. for valid reasons.

 God accurately describes the value of necessary things in His eternal story. Consequently, the reasons that He values one thing over another is both understandable and mysterious.In this reliable way we cannot properly grasp the value of things because we do not maintain an eternal scale to accurately understand the worthiness of eternal rewards or appropriate punishment. But since Gods word represent an eternal expression of Himself, it answers our understandable frustration because we in common are like God in His justifiable reasons and appropriate reactions. Not merely has He issued a partial standard of the accurate value, but He has voluntarily entered into our unique experience teaching us value consumed in His eternal value. He has spoken the precise value on the accurate scale of cursing and eternal blessing in His eternal pronouncement.

 In this Psalm the logistical problem is accurately described as man having a erroneous measurement of the underestimated value of things according to his own standards and discriminatory laws. It is impossible for wicked man to value the personal things that he possesses as generous gifts. This is why God raises the priceless value of things to an eternal level of divine grace obtain both spiritual and political freedom. God must turn mans view of value upside down. "5 Why should I fear when evil days come, when wicked deceivers surround me-- 6 those who trust in their wealth and boast of their great riches?" God must aggressively develop men religious and political dissidents by justly using value system of the criminal world to destroy the political power structures.
