 Psa 15:1 LORD, who may dwell in your sanctuary? Who may live on your holy hill?"

The question is why does the Psalmist describe the righteous as people who are non assertive? There are no aggressive characteristics in his personality.

Psa 15:2 He whose walk is blameless and who does what is righteous, who speaks the truth from his heart
The Psalmist always describes a blameless man in terms of the way he speaks. This man speaks God's axiom from his heart. This blameless man spends most of his time speaking according to the law covenants curses decrees promises and statutes. If there is any aggression it is expressed  through his meditation. The problem of sin is not just a violation of God's law but it is also violence expressed to one's neighbor. So the Psalmist has learned how to deal with sin in the pronouncement of the curse. He has no reason to be competitive or aggressive.

 Psa 15:3 and has no slander on his tongue, who does his neighbor no wrong and casts no slur on his fellow man,:
Instead of sharing bad news or the sins of others he goes out of his way to describe his neighbor in positive words. You see he has taught himself in speaking the curses that only God has the right to deal justly. He does not even make sly remarks about his neighbor.

Psa 15:4 who despises a vile man but honors those who fear the LORD, who keeps his oath even when it hurts,"
Why would the Psalmist teach that he keeps his oaths while he despises a vile man? Because a righteous man distinguishes a covenant breaker by the curses. To be blessed is to curse the evil curse. Covenant keepers curse the wicked. The pronouncement of the curse is more important than the loss.

Psa 15:5 who lends his money without usury and does not accept a bribe against the innocent. He who does these things will never be shaken.
The Psalmist teaches that God created all things according to their value. So God never devalues His creatures. But man never treats his neighbor according to God's value. This is why the law says love your neighbor as you love yourself. God knows that all men practice extorting their neighbor. But God has given us a perfect self hatred in the axioms. We would rather curse according to the law than to take a bribe against the innocent. You see the worse evils in God's view are not the personal sins but the sins in using our neighbor for our own profit. All nations turn God's law upside down by practicing bribery.

We must pronounce the axioms in order to be defended because we seek to not offend rather than to be aggressive. This is why the axioms are so aggressive.
