Because sinners cannot be relied upon to faithfully fulfill the graduated law. This is why every sin rises to the appropriate level of eternal curse against the heathen. Because God compels man to faithfully apply the moral law to the heathen. Man would not impose the applicable law unless the moral sin was detestable.
