God is the head of all governments. He rightly judges the significant thoughts and communicative intentions of the human heart. God is always right and knows what's best; God always tells us everything we need to know. The Psalmist teaches that God established governmental authority by pronouncing divine law, covenants, etc. God always rules in the best way, and the standard by which he rules is through authoritative statements. Violent opposition to the rule of God is planned and taught by wicked men who are redefining this sacred word. To properly introduce criminal violence into the wicked world, the definition of the word of God had to be redefined. The word "decisive" in the sentence means that governments have true or false claims. God created man as a being who is able to rule himself with the word of God. In the Psalm, David is trying to convince the reader that corrupt rulers have changed the meaning of God's word and have pronounced evil curses on the righteous. They used language that was violent and opposed to the six moral axioms. By establishing the false teaching, they established a society where violence was more common. By establishing the false teaching, they spread violence throughout society. Thus, the poet correctly expressed his government authority, uttering six axioms, quickly destroying these fraudulent schemes. He speaks the pronouncements, then speaks the ultimate sentence as all men agree with the perfect statement.
