Acts 18 "But you will receive the strength of the Holy Spirit who will come upon you and you will be my witnesses in Jerusalem, in all Judea and Samaria, and to the ends of the earth." God has made a covenant with Israel as a rightful nation that will come out and ensure the salvation of the nations around them. But Israel worshiped the gods of the pagan nations. But idolatry did not prevent God from largely fulfilling His covenant through His remnant people who were no doubt sent into exile to proselytize. Israel spent more time proselytizing nations through exile than acting as a legitimate nation. But the everlasting covenant with Israel by progressive revelation extended to the new covenant as the people of the earth began to spread throughout the world. In Acts, the message of eternal salvation closely followed the scattering throughout the world. Therefore, the new covenant was preached as the people spread to remote areas of the habitable earth. The direct message of the everlasting gospel in the new covenant was the apostles' argument that all men would be reliably delivered. But not all of the local population that had dispersed was saved. Therefore, when the New Testament writers profitably used the keyword "all" teaching the great gospel in the specific context of the new covenant which goes to the ends of the earth. It is "everything" in the specific context of the diffusion of the eternal gospel to the whole globe.
