The psalmist is saying that in the Bible, in the Psalms, everything that God curses is in the axioms. God's vengeance is the consequence of the law being changed.

Whenever an evil man cynically manipulates the moral law to create a new god, he invariably receives the eternal curse.

When we talk about God's love, it means that nothing can separate us from God's love.  With full knowledge and intent, we sometimes ignore warning signs and fail to respond appropriately.
