God is always present and rules by speaking.
God gave the saints (God's people) pronounced curses as the creative tool to bring blessing and cursing together. The sky and the earth are always in contact and together. God's answer in the quick judgment of the wicked.
The Lord is the King, so the nations should be afraid. He sits on the throne of the angels, so the earth should be afraid. The Creator who makes the earth shake is the re-creator whose axiom judgments make the nations shake.
The God who creates the earth to shake is the one who re-creates everyone who does his/her/its judgments.
