Because God has sufficiently established His eternal throne over all created earth. His eternal throne rests on his precious attributes divinely revealed in a great creation; divine creation is under the direct command of God's independent government. .God sufficiently establishes divine authority on this created earth and finds it reasonably deficient. Terrible enemies not only represent God's vision of humans, but that God carefully designed all things in this ideal world to be faithfully preserved. When God sits on the throne, it is His work in everything to glorify himself; at that moment he must drive the evildoers out of his eternal kingdom.
