Why allow the gentle saints who have been exceptionally gifted with Gods protective law suffer considerably on this earth?Why is it that the powerful who are the most violent and destructive control the bankrupt governments on this earth?The first apparent reason is God has wisely decided from eternity past to be the only one who secures the belligerent right to shorten a mans life. You see if every one who was violent and rebellious against Gods pronouncements were swiftly taken from the earth then the righteous would scarcely practice  pronouncing the curses.
God has reluctantly decided to extend His authoritative pronouncement of miserable death to wicked rulers to end on the fearful day of eternal judgement. On that day the infinite curse of cruel vengeance will silence all rulers aggressively opposed to His divine government. You see the penal law severely penalizes law breakers, but this is not a sufficient way to annul the gradual spread of evil. Because wicked leaders rebel against Gods Law become little gods, assault the successful people who they disproportionately represent. Gods demands are only met when the wicked rulers receive the excessive punishment of the terrible curse.So we find ourselves as Gods glorious saints frustrated by the delayed success of corrupt rulers.
This Psalm is not teaching we must wait until the  eternal judgement. The ongoing judgement in the pronounced curse adds to the punishment in eternity.  God will shackle them in eternal hell. They will cruelly suffer for all eternity. God has already pronounced eternal judgement in Psalm 58. The violent rulers are awaiting Gods personal vengeance.   

The thieves in Israel were morally required to return the specific amount of the grand theft seven times the value of attributable loss. But that satisfaction of the earthly law is insignificant to the comparative value of the laws curse. The punishable violation of the crime of theft respectively had to be sufficiently satisfied by Gods eternal standard.The eternal standard was the pronouncement of the curse upon the violation of lawless bankers and fraudulent rulers. God could only be satisfied by eternally punishing the predatory offender. Christ proportionately increased the appropriate price of the divine vengeance on the corrupt rulers who steal stealthily to an infinite value.The infinite vengeance addresses stealing from the private citizens with impunity. The fierce curse is worth more than the glittering gold and rubies of the eternal cities in heaven. We pronounce the infinite worth of eternal punishment against the impunity of the aggravated theft. We proportionately increase our eternal wealth in the authoritative pronouncement of the fierce curse against the thieves and brutal murderers. Christ will not share His divine glory with any earthly satisfaction of the fraudulent ruler.
