This Psalm is properly describing the bureaucratic reasons that Gods saints are disciplined. We are gently advised that God disciplines us for our own good. Even tho God disciplines us in this helpless way, yet our admirable discipline is caused by the waywardness of the wicked. We must universally understand Gods eternal salvation is not centered on our personal objectives. Our ultimate salvation is purposed in worthy goals of Gods kingdom. We are naturally born into an underdeveloped world hotly engaged in prolonged war between God and Satan.

 Therefore, God beneficially uses the aggravating circumstances that are recklessly caused by the wicked to motivate the saints.The logical reason that God does not discipline us to further our apparent corruption is that His wrathful curse is forcibly holding the wicked under His harsh judgement. The question is if we have been sufficiently justified in Christ then is there any further work of the law needed to shamelessly promote righteousness? If God is our Father how come the wicked are always seen under universal love while the saints are repeatedly suffering Gods displeasure? This way of explaining Gods personal discipline is common in our culture.
We must adequately understand Gods Law is under no circumstances a respecter of persons.God does not treat a person different because of a visible or dispositional characteristic.Gods law is His absolute government over all people. The law justly condemns sinners at all times. We may affectionately refer to something about saints who are under a trial biased because we do not approach God with the correct orthodox and legal petitions.It is impossible to be totally balanced in our comprehensive assessments of exposed people and personal trials. This is why no capable man is the ultimate judge. There is only one Judge. Any time a moral judgement is made it comes from a perfect an omniscience source. God says independent judgement is Mine!
