The Psalms teach all functional governments are under the sovereign hand of God graciously according to the creation ordinance. If God meticulously designed the creation and pronounced it into objective existence, He would accomplish the creation by ordering all things graciously according to His governing attributes. Since God remain the first cause of both the metaphysical and the material reality then He properly governs all things without determined opposition. Consequently, the question is how does God efficiently implement His divine government in the world?

 God must divinely reveal Himself by sacred word to govern over His creation. God must adequately communicate His properties to sustain His creation. God designs and sustains all things by His special revelation.The Psalms describe this broad struggle to justly govern the creation as a struggle of words. This is why he reasonably concludes that if God is faithful and righteous then all men will "say". To put differently God is the appropriate judge all men who stand before Him will say amen to His moral judgements. Consequently, the Psalmist logically concludes in pronouncing the moral law, covenants, comprehensive statutes, curses, divine decrees and promises as the axioms of Gods perfect judgments. What we pronounced will constitute the established foundation of Gods lawful decisions when all men face the final judgement. The thorough history of the world is ordered and reordered by Gods accurate description in the law, covenants etc. as the successful arguments in adjudicating all opposition. The logical outcome of the authoritative pronouncements is all men will say amen to Gods perfect judgements.

God remain not just the governor over all governments. But He accurately judges the considerable thoughts and communicative intents of mans heart. God governs all things by establishing His accurate word. Consequently, Psalmist is teaching God establishes mans governing authority in pronouncing the law, covenants, etc. The pronouncements remain the standard by which God establishes His peaceful government. The violent opposition to Gods government is strategically planned and taught by wicked men who redefine that sacred word. The redefinition of Gods word obtains the introduction of violence into the world. The resolutely opposing of governments exist by true or false pronouncements. In the creation covenant God has developed man with the ability to govern himself in the absolute sense by the accurate word of God. In this Psalm, he is presenting the argument that the corrupt rulers have redefined Gods word and pronounced evil curses upon the righteous. They have aggressively implemented and merely established the violent language that is in direct opposition to the six moral axioms. In establishing the false teaching, they have aggressively promoted a violent society. Therefore, the Psalmist is properly expressing his governing authority by pronouncing the six axioms to promptly destroy these fraudulent schemes. He pronounces Gods word and then speaks the ultimate justice as all men unanimously agreeing with the perfect pronouncements.

 In declaring the governing authority of the six axioms, he is amply fulfilling his moral purpose as a benevolent creator. God has made us like Himself. He has uniquely designed and properly spoken things into objective existence by His free will. God is most free when all men are enabling to say amen to these laws, covenants, curses, decrees, statutes and promises. When God is most free, all the creation is most unified. When all creation is unified the civilized world dwells in comprehensive peace. This is why God has announced man the success of properly exercising free will by the pronouncements. As God is free to create the first causes so man exercises the freedom to establish second causes by the pronouncements. 10 The righteous will be glad when they are avenged, when they bathe their feet in the blood of the wicked.11 Then men will say, "Surely the righteous still are rewarded; surely a God judges the earth."We pronounce our governing authority in the axioms, and all men invariably say Amen.
