Psa 10:13 Why does the wicked man revile God? Why does he say to himself, "He won't call me to account."
Why would God inspire the Psalmist to tell God about the wicked thoughts knowing that He reads the thoughts of all men? Because the Psalms are a book of pronouncements. Every thing that is pronounced by us is written down like a person who writes everything that is said in a court room. God cares about all the thoughts and words of men. If we are pronouncing curses we need to respond to the curse that was spoken toward God. We must learn to speak in a just way when we speak the pronouncements. We must understand that tho all men try to be accepting of a person all men are implanted with the law of God. The Psalmist teaches us the way God made men to think.

Psa 12:4 that says, "We will triumph with our tongues; we own our lips--who is our master?"
The zpsslmist is responding to the charge that the law, conenants, curses, promises, and decrees are not opposed to the way the natural man speaks. When a person redefines the axioms the Psalmist is saying that he is telling God that he owns his own tongue. He is teaching us to speak to God according to what God says they are saying.
